Joint Message from Four Parties to the Public on the Establishment of a Governorate in the Nineveh Plain – April 15, 2025

Iraq is progressing toward administrative decentralization and the enhancement of authorities delegated to the governorates. This approach aligns with the principles of a healthy democratic system, enabling governorates to actively contribute to the development of their regions across multiple sectors. Furthermore, reassessing Iraq’s administrative structure—particularly in light of its population surpassing forty million—is both a necessary and advantageous move for the country and any newly formed administrative entities

In this context, we welcome the decision to grant Halabja district the status of a new governorate. At the same time, we urge the Iraqi Council of Representatives to pass legislation establishing the Nineveh Plain Governorate, in accordance with the Council of Ministers’ resolution from its session on January 21, 2014. This request aligns with Article 125 of the Iraqi Constitution and Law No. 21 of 2008 concerning Governorates Not Incorporated into a Region. This measure seeks to promote justice and equality among all components of the Iraqi people, recognizing it as an administrative entitlement rather than a privilege for any single group. It also serves as a rejection of sectarian and ethnic discrimination, echoing the oppressive practices of the former fascist dictatorship.

The Chaldean Syriac Assyrian people have long endured hardship and made profound sacrifices in their struggle to overcome tyranny and help establish a just, free, and democratic system that safeguards the rights of all. Now is the time to honor those sacrifices and recognize the suffering endured—not only by our people but also by the other communities of the Nineveh Plain, who have faced injustice, massacres, and forced displacement. This can be achieved by upholding their legitimate rights and protecting their cultural, linguistic, religious, and national identity.

We firmly reaffirm that this constitutional, political, and historical right is absolute and not subject to negotiation.
